The Independent Review of the Environment Protection and Biodiversity Conservation Act 1999 (Cth.) released its Interim Report at the end of June.

A crucial key point discussed was that “if climate change is not a matter of national environmental significance, what is?” The Interim Report indicates this argument has considerable power. If a greenhouse trigger is subsequently inserted into the legislation, this substantial intrusion by the Commonwealth Government into the traditional States’ responsibilities for land management will drill down to an unprecedented local Government level.

Significant changes will have to occur almost overnight to the approval processes for property and infrastructure development to comply with the greenhouse trigger.
