ANZLIC Schematron files

This checks the constraint rules except the last four in table A.1 of ISO 19139. It is nearly all the constraints of ISO 19115.

This checks that the fileIdentifier has content to help prove compliance to the ANZLIC Metadata Profile.

This checks that the code list values are from the code lists.

NOTE 1 your parser must use ISO Schematron, XSLT 2.0 and XPATH 2.0 to properly apply these rules
NOTE 2 validation against the ISO 19139 XSDs is expected before validation using the above XML
